I think the person just meant the minimum bid increase option for the auction. That option makes it to where a bidder has to increase their bid by that set amount. The bidder can still bid what they want, they will just have to be within that minimum bid increase. In the cast of this auction, they would have to increase the bid by 5 from whatever the current highest is. They can still bid whatever they want as long as it is within that minimum increase amount.

I have a question. Are we allowed to choose the weapon type for the character? For example, if we wanted the character to have a gun, would we be allowed to do that while still having the weapon be a mystery?
