The difference would be that you could receive payments from those regions from which you currently cannot. I'm not saying that you should cancel the current one, it would be a secondary account intended to break the limitations and thus expand your market area. In any case, I'm only communicating what I've seen others do.
That would be great, but I think those who did it were refugees in other countries and have documents of other countries. I am in Ukraine and I only have Ukrainian documents :') I am now trying to find other options that would be convenient for foreign buyers, but it is a bit confusing when you are on the other side of the problem 😅
Have you considered creating a non-Ukrainian PayPal account? I saw that some people have already done so.
