Sorry, I’m just curious why Red Cross is banned?

At first I thoght it was a copyrigh protected logo, but it seems more than that, It is prohibited by law for anyone who is not part of the medical staff to use that logo, I genuinely thought it was something like a universal medicine logo that anyone could use, but is not the case.
