How would the payment plan work if some one bid high enough for it?

Payment plans will be allowed for bids over USD 340. Payment will be made via PayPal invoice using partial payments. The auction winner must pay a minimum of 40% of the full price upfront, and then complete the remaining balance through installments within 1–2 months.

The winner has already completed the payment. That person is likely a scammer, so you can safely decline them.
